For meetingsPärnu’s center has both public and privately-owned parking areas. The town’s parking areas are divided into two – the beach and town center have separate official parking areas.
The information on this page is valid until April 30, 2024. Starting from May 1, 2024, the parking zones and fees in Pärnu city will change. Updated information is down below.

How to pay for parking
Parking in the city’s paid area can be proven with a parking ticket or electronically.
The parking app Pargi.ee allows the use of MasterCard or VISA card for payment.
Parking tickets can be purchased from parking meters, the R-Kiosk at the bus station (Pikk 13), and from the Pärnu City Government. The locations of parking meters are shown on the interactive parking map at the bottom of the page.
In the cityscape, there are also several private parking lots, so pay attention to information boards and traffic signs.
The official town center parking area
Paid parking is available on the streets of the town center and in the smaller parking lots M-F 8am – 6pm.
Parking fees:
- 1 hour = 1€
- 1 calendar day = 5€
- 1 hour of parking is free if using a parking clock
The official beach parking area
Parking fees are applicable in the official parking lots and the streets of Pärnu beach area only during summer months: June 1st– August 31st, every day 10am – 6 pm.
Parking fees:
- 1 hour = 4€
- 1 calendar day = 12€
- 30 minutes of parking is free if using a parking clock
Larger private parking lots
The largest private parking lot is situated next to the Port Artur department store in the center of Pärnu.
The parking fees in the outdoor lots are:
- 1 hour = 1€
- 1 calendar day = 5€
- 2h of parking is free if using a parking clock
There is also a parking garage where the parking fees are:
- 1 hour = 1€
- 1 calendar day = 5€
There are private parking lots that charge various prices in the beach area as well. Generally, the fees remain 5-10€ per day.
Free parking in Pärnu’s center
The closest free parking lot to the center of Pärnu is located by the river, at Kalda 4.
Parking is free up to 3h across the street from Endla Theater, at Keskväljak 1, if using a parking clock.
In the beach area, parking is free of charge on A.H. Tammsaare boulevard.
If you do not have a parking clock you can note the start time on a piece of paper.
Parking in Pärnu starting from 1 May 2024
There are both public parking areas as well as private parking lots in Pärnu. There are three paid parking areas in the city: the Old Town area, the City Centre area and the Beach area.

Parking in the public parking areas of the city of Pärnu is organised and supervised by Pärnu City Government. The parking fee must be paid before or immediately after starting parking. Parking in a paid area of the city can be proven by displaying a parking ticket, or electronically. Parking using a text message is only available to customers of Estonian mobile operators. There are also several private parking lots available in the city, so be sure to take a look at information boards and traffic signs describing the parking procedure.
The largest private parking lot and parking house are located next to the Port Artur and Pärnu Keskus shopping centres in city centre. Private parking lots with various price levels are also available around the beach. Europark and Snabb are the most common parking solutions. The information about the zones and payment options is available on the information board by the parking lot.
- Parking tickets can be purchased from parking meters, the R-kiosk at the bus station (Pikk 13), Pärnu City Government (Suur-Sepa 16) and the information desk of the Beach Stadium (Ranna pst 2).
- Parking tickets are also sold at some accommodation institutions. Ask your hotel reception whether it is available.
- In order to use free parking time, the beginning of parking must be correctly displayed: a written notice, a parking clock and/or a parking ticket from a parking meter must be placed on the windshield or dashboard of the motor vehicle in such a way that the ticket or notice or the time on the clock is well visible.
- The interactive map at the bottom of the page shows the locations of the parking meters.
- Parking fee is calculated based on the ticket issued from the parking meter, on a per-minute basis. The free minutes of parking are automatically added to the end time of a parking permit purchased from a parking meter according to the area.
- SMS parking is only possible if you are a customer of an Estonian mobile operator.
- Parking fee is calculated on a per-minute basis.
- After five hours of parking, the 24-hour parking fee valid in the area will be charged (if the parking is uninterrupted).
- To start parking, send a text message (SMS) to 1902.
- Write the following information in the message: licence plate number, space, area designation (e.g.: 123ABC PVANALINN60).
- In order to use the free parking time, add the number of free minutes provided for the area to the end of the message (e.g.: 123ABC PVANALINN60; 123ABC PRAND30, etc.).
- To stop parking, call 1903.
- You can also pay for parking in the city’s parking area using the Pargi.ee parking app. The parking app supports payments for parking using a bank card and can be used by everyone, including customers of a foreign mobile operator.

- Parking is free of charge for drivers with reduced mobility or drivers of motor vehicles serving blind people. The parking pass for a person with disabilities is valid all across Estonia and the European Union.
- Motorcycles and mopeds can park for free.
- Vehicles of category M1 that are exclusively and permanently powered by an electric engine can be parked free of charge.
- A resident of Pärnu who is a parent of a family with many children can park free of charge (using a parking permit).
- Parking permits are issued by Pärnu City Government.
- Prices: 1 month – 100 €; 3 months – 250 €; 6 months – 450 €; 12 months – 850 €.
